I am trying to get the viewpoint higher in the 2d panel so i can see to land (no I dont want to hit W to have the minimal instruments). Problem is, when I move the eyepoint up or down it raises and lowers the entire plane instead of just the viewpoint. What am I doing wrong? I am using FSX

I thought that in FSX, Ctrl-Q and Ctrl-Shift-Q to move your viewpoint up and down. Is that what you're trying?

Yes in FSX it is CTRL-Q and CTRL_SHIFT-Q, but as I said, this is raising the whole airplance, including the 2D panel and not just my eyepoint.

In the 2D IP there are two commands, Pan up and Pan down. These will change the eyepoint angle of the 2D panel in FSX, they up/down pan in the VC. I do not recall the keystroke commands I have short cut them to my CH throttle quad.
