I have a Dell Optiplex GX280, it has a P4 2.8Ghz HT processor, 2 Gig of DDR2 ram, nvidia 8800gts 512 Mb DDR3, bus speed on the processor is 800Mhz and I am still getting under 20 fps. I thought for sure when I put that video card in I was going to get 30 or better. Im running FS9 with all the sliders to the right. My graphics look great, nice and clear no jaggies, just frames are terriable. If I missed anything let me know, but shouldnt my computer be able to handle FS9?

It could be that your CPU is your bottleneck.
I have the same processor, only at 3Ghz, and I get the same frames as you, with a 8500GT card, 1 Gig DDR RAM, and full sliders except for a few.
Check this out, in your FS9 config:
- Uncheck the Scenery Shadows box.
- In the Hardware tab, in FS9 config, reduce MIP MAP to 5 or 6.
This should help your frames a lot.
Might sound stupid, but check that you're not setting a limit for the FPS in the hardware tab.
