Ok, so I'm using any 3D application and this happens. Is it the graphics card? Memory? CPU? Motherboard? Second, how in the world to I fix this?

if it's in the same place all the time... it might be something with your monitor.. if they change spots and flicker and everything.. GFX card... id try hooking your computer up to a diff mintor if you have one, say... laptop monitor, and if its still a problem, it's GFX card.

nope, it's the graphics card. wouldn't have been able to capture it if it was the monitor. the gfx card is probably dead, will go ship this broken trash back to newegg and get a gts 250 or a 9800gtx

@Luke: Kinda sad really, as I just bought it two weeks ago. Oh well, it was always meant to be replaced in the first place. It's a cheapo $79.99 ATi Radeon HD 4670 I plan to replace with a 9800GTX+ or a GTS 250.

Before you run off sending it back, have you made sure the drivers are up to date? Are you absolutely certain it isn't something else causing the problem? Are you positive your case is clean of dust? Is your power supply providing enough power to the card? It's very possible you could have a bad card out of the box, it sometimes happens. When you installed it, did you ground yourself of static before inserting the card? I know, I could go on and on, with the things I've seen doing this business all these years

Well, it's running all the latest drivers, catalyst 9.5. My case? Dust is there, and there is some on my graphics card, on the heat sink to be precise. Could it be this causing the problem? But yeah, I have a 500W Antec power supply and yes I did ground myself.
EDIT: The card is never going above 60C, I wouldn't dare overclock it.

Yes your heatsink should be free of dust as well as the fans. It prevents the heat from dissipating properly.

I'm not looking for a problem with heat, the card never exceeds 60C. Is there a direct connection with dust and these effects?

yes the dust can cause this. I'm about to yank my graphics card out and throw it in the junk pile. NVidia was stupid and decided that this card didn't need a fan for cooling I made sure to blow off any dust in my computer about every 2 weeks or so but finally last night the card gave out

lol, as odd as it is, i'm probably gonna go with an nvidia. anyway i realized that when in a clear sky in fs these artifacts dissapear. anything there?

I've noticed on my sim that generating the clouds puts more of a load on the graphics card than some people realize. If I were you i'd be sure to order a card that has a big heatsink and and at least one cooling fan. While thats coming in the mail, turn down your sliders in the weather settings menu. I can pretty much guarantee that your card is about to be totally fried in the near future. I only guarantee that if you have the latest drivers etc..

I just noticed something! your getting 15 FPS and you have it set at 40! set it to unlimited or at 14. test that out and post the results here. when you set the target FPS to x then your computer and graphics card work as hard as they can to achieve x. Its not a setting that says stop at xFPS so if you set it to unlimited you will reduce the load on your computer

still getting problems, with any 3d game like call of duty and fsx along with fs9. unlimited changed nothing, unfortunately. anyway, it was a cheapo card and i'll order a new and better card from newegg.

OK, I have RMA'd the card and it's on its way back. Before my warranty expires, just to be sure, is there any other piece of hardware that can cause this sort of artifacting?

Well, I didn't comment soon enough... but I just got the 9800GT and it comes with an over clock feature... and if you run it with to high of settings I was getting the same result backed it down just a bit running FS awesome now.
