I am having a slight problem with jumping planes. I have graphics at max, but I turned weather off. However, my planes seem to want to randomly jump like a lowrider, either while standing still or taxiing. Is this a graphics problem or another problem. Sometimes the jumps are so severe the front landing gear is damaged and the nose falls resulting in a crash.

contact points. what planes specifically?
First, turn off Crash.
Second, if you press "Y" twice quickly that can sometimes be a quick fix.

Delete your FS9 or FSX.cfg file and open FS9 or FSX again and it will usually fix this problem, it worked for me.

The POSKY 757 is known to do this because of the wheels contact points with the ground. I think it is because you are at a peak limit for your graphics card.

The problem is with the fleet 757, 737 and CRJ. Other planes don't seem to have this problem. Which .cfg file do I change?

Yes .cfg = config file.
You can use "Search" to look for your FS9 or FSX.cfg file.
