What are your computer specifications?
Do you do regular hard drive Defrag(ment)s?
Do you have any other programmes (espeically big ones, such as spyware scans, other computer programmes etc) running at the same time or unknowingly in the background?

Brandon,
My understanding is that FSX checks every, guage, effect, texture, scenery, mesh, aircraft, everything prior to starting, and then it needs to recheck everything prior to it "building" the little spot of the world where you are going to be flying.
I am NOT an expert on the FSX program itself, I just take for granted, it is doing what it is supposed to do. I am sure that addons will effect its start up speed as well as computer speed.

looking at your computer model number on walmart.com, i wouldn't expect much out of it as it only has integrated graphics. as for the slow boot up, Don is right.

You might be able to upgrade the graphics to a card thats low profile. Thats what i had to do with my HP slimline i upgraded to a Nvidia XFX 9500 GT Low profile. Im not sure if you have any ports in there for a new graphic card though. You prob do though

Video card should not have much to do with initial loading time. Sounds like a thorough defragmentation would be a good first step to tackle this problem.
Something else that I would do is create a page file with a fixed size, typically 1.5 - 2 times greater than recommended by the system.
On the other hand, click on that "Windows Experience Index" and see what is lowering your score so much. Your total score is the score of the "weakest link".

^^ guarantee that its the video card. my parents have a similar computer. all ranked in the low 5s and high 4s except the video card, which is the same exact one. i was just saying that overall, the computer would need a better card to run flight sim looking better.

I don't know that it's the computer as much as it is your patience I have a junky pre-2003 computer that runs fsx just fine. I have to wait about 2 minutes to start up and when it loads, the first thing I select takes about 20 seconds to appear and then everything is quick as can be. If it is just those initial problems, then I wouldn't worry about it as long as it runs smooth when you actually fly. Just consider yourself lucky you haven't had the problems other people have had with fsx. I'm not chastizing you, just giving my opinion.

The video card won't affect loading time. The hard drive will, but it seems reasonably fast. The video card will, however, affect the FPS at higher resolutions or with AF/AA.
Cheers!

Load times are primarily going to be a function of how much addon stuff you have installed, hard drive speed, and to an extent CPU performance. As an example, I have a machine with a Vista experience index thingy (technical term) about as high as yours except for the video where it's much higher (Intel Core2Duo E8400, 4 GB RAM, Geforce 8800GTS 512MB) and my FSX loads in under a minute initially, and about another 45-60 seconds when starting a flight--but I have basically no addon scenery except for Ultimate Terrain Europe X, and maybe 10-12 addon planes. Now FS2004, where I've got over 70 GB of stuff in the folder? More like 3 to 4 minutes.
Step 1 IMO is a good solid defrag of your hard drive, and not with Windows' built-in utility...something like O&O Defrag is well worth the money. Like Luke said, the fact that your graphics are slow shouldn't affect either the initial load time of FSX on startup, or the time spent loading into a flight, it'll just crush your framerate once you get going.
