I assume your G-Skill RAM is the 4GB (2x2) from G-Skill. If that's the case, the issue might be that that particular brand of RAM was built specifically to be used with the i5 and i7 processors. Of course, it will still work with the Phenom, but not to its full potential. Also, to overclock a 3.2GHz processor to 3.4 is rather useless, in my opinion. The stock coolers with AMD Phenoms are really good, I'd try to push it up to 3.8 or 4GHz. I also feel you went astray with the graphics card, you could have gotten a GTX 275 at 1792MB instead of the 5850 at 1GB. FS is really about the graphics memory for the graphics cards and it would have been smarter to pay for more memory. Also, if your OS isn't a 64-bit one, I'd recommend getting one or following the 3GB switch in the link below.
I also urge you to look at this thread - http://www.simforums.com/forums/forum_posts.asp?TID=29041 - it's more geared torwards Nvidia cards, but it will certainly help you out. If I were you, I certainly wouldn't be happy with 20FPS on not ultra high settings. On my brand new rig I am running the i7 at 4.0GHz, I have 8GB of G-Skill designed for the i7, and the 2GB version of the GTX285 and at Ultra High with default aircraft I am seeing upwards of 100FPS. Of course I follow that thread I linked to you religously and there is nothing else running in the background besides Windows 7 x64.
