If you are trying to find a flight say to KMKE and the dispatch count is 0, can you still fly there and have it count? I only fly legs that have a 1 or higher by them and I can never get back to my home airport of Milwaukee, WI. There never seems to be any flights leaving there either.

Regardless of whether or not a flight has been dispatched - the airports/route needs to exist in the database. You also don't need to use manual dispatch.
There are a bunch of flights leaving out of KMKE - they may not be in the dispatch system if they haven't been manually dispatched by a dispatcher as a route previously.

The route doesn't need to have a dispatch count. It only needs to be in the schedule for it to be a valid leg.

Ok thank you, so I guess now I'm a little confused. What is the dispatch number? Why are some 0 and others can be as high as 3

I'm pretty sure that's the number of dispatch routes that exist for that particular flight.

Some flight legs have a predetermined route that was created by a dispatcher. Once a route is created it stays in the database so someone can use it. If it says 0, there are no routes available and you make up your own. If it says 1,2,or 3, that is the amount of actual routes you have to pick from. Not legs, but flight routes.
