There's a lot of stuff to consider if you want a new PC.
If you just want it to use it for FS9, I'd recommend to build one by yourself, that'd be a lot cheaper and you could add anything you wanted.
In the case that you want it for FS mainly, get a processor over 2.5 ghz for best performance, and as it was already said, if you can get a 64 bit processor, even better!
Get a video card over 128 MB ... the best video card out there for FS is ATI Radeon 9800 w/256MB ... but costs a fortune... a more accessible video card would be a GeForce FX ... as long as it's not an FX 5200...
To get the best performance out of FS you need at least 1 GB of RAM.
Finally get a decent sound card.. a Sound Blaster would do.
This kind of PC is not cheap, just warning you...
My modest PC is a P4 1.8 Ghz / 640 RAM / GeForce4 MX440 128MB / Onboard sound (sux) / Fujitsu 19 GB Hard drive (sux more) but I'm very happy with it.... and it's good enough to make some good school projects too
