Kaylan, before it can be considered to create a new program, there must be enough pilot interest and enough use and routes in the schedule to make it worthwhile. Then there is a tremendous amount of work that must take place behind the scenes. Fleet aircraft have to be found and tested, manuals have to be written, CRs have to be created, program staff need to be hired, and the system needs to be updated as well. It is not so easy as "we want this program so lets create it."
