Sorry if this is repetitive, but I performed a search in the water cooler and can't find anything. Basically, I'm back to flying after a long break and I started up FS9 to find my flights averaging around 9-10 FPS with an average of 4-6 on landing and on the ground. Is there a tweak tool for FS9 like the tool for FSX? Or, does anyone have a recommendations? I've played with the display settings already.

If you use REX or a traffic addon sometimes that can hurt FS2004. As for a tweak tool I dont think there is one out there.

I fly FS9 on a PIV and AGP graphics card (remember?), a pre-industrial revolution PC, that is... But change is on the horizon, finally...
Most of my visuals are set from medium to high. But I've disabled AA, water graphics are off, no AC shadows.
And AI traffic is set to 60pct and when I have to land at busy airports I turn it down to 30pct. I had JF Traffic2005 but I'm using MyTraffic2006 now, it's become freeware and it's framerate friedlier. I've also eliminated the FS9 default traffic.
Weather and textures are from AS6.5, and that can be a factor as well when there are lots of clouds to render.
I've locked the framerate to 25FPS and that works well enough if I stay out of the VC on the newer ACs.

Brad, I suffered in the early days of getting FS2004 and had the same issues. Dialing back screen settings and options is important. Dirk had good tips above.
You might also try:
-When starting, ctrl-alt-del to task manager and make FS2004 the high priority application.
-Don't use Anti-aliasing in FS2004, set it in your video card monitor
-Do a search on avsim or flightsim.com to find replacement textures for trees. It'll cut down on the graphics load.
I have a 1.86 core duo, 3 GB ram, 1GB 6970 radeon PCIe video card and still average 20 fps. It drops dramatically if I'm running my 2nd monitor or in a high graphics location like a city or payware airport.

Thanks everyone. I'll try putting some of those tips to use. It probably also didn't help flying in the snow storm yesterday in NYC. That's hopefully the worst FPS i'll ever get.

I have a integrated video card :(, 8GB of ram, and 5.9 ghz total dual core, and fs9 still gives me fps issues but not too bad, only when in lots of clouds

What helped me was when using active sky evolution and rex textures I also was using the fs default 3d clouds which clotted the sky and put down my graphics I set my clouds to minimum and simple not 3d and sight distance very low and with active sky set visibility 50 miles which replicates real world visibility that boosted my fps from 18 to 20 to now 30 ground aiport fps and 60 fps in the sky also running ultimate terrain usa abd zinertek water textures. My major fps hit is stretching my out as outside view across 3 monitors in hd. With an extra display Windowed. Plus an additional extended monitor for fms
