Are you using any 3rd party add-ons in FS9 that you were not using prior to the performance degradation? There are times where having these add-ons installed can slow the performance of your machine.
Also, are you regularly defragmenting your drive?
If not, then I would take a look at the hardware you are using. There are many variables involved. When I started using FS9, I had a 2.66Ghz with 512DDR 256Mb ATI card and FS9 ran smoothly, as I added more software and add-ons to my PC, I noticed that performance suffered quite a bit. My motherboard was not the fastest at processing and the chipset was less than adequate at that point. All of which factors in to reduced performance.
64Mb of RAM on a video card is not that much nowadays for these graphic intensive 3D games we run. It is very possible to fry the video card or experience reduced performance when the card is pushed beyond it limits.
