Multiplayer in FS9 requires the use of port 23456 by default. Ensure you don't have a firewall blocking the port. For example, Windows Firewall - you need to add FS9 to the programs allowed. If you are using a software firewall program such as Zone Alarm Pro or something else, make sure you allow the port.
If you have a router such as a Linksys or D-Link, you may want to create a route for TCP port 23456 to your PC's IP address. In this situation, your PC would have a non-routable IP address - usually class C - the Linksys typically uses 192.168.1.x as the subnet. So your PC would have an IP address on that subnet, and whatever it is (use ipconfig to determine this - websites showing your IP address will give your routable IP address that your router has, not your PC). Suppose your PC was 192.168.1.103. You would create a route for 23456 to route to 192.168.1.103.
If you are using fsnet/copilot you also need port 6073 in the same manner as above.
