I have Comcast HSI at my house, or so my parents say, but it says on the download times chart that a 9,474,239 byte file would download in 120 seconds, but it downloaded in 12 seconds, (12 seconds is not a typo).

It's probably cable. Typically you'll get about 1mb/sec out of an average cable connection, so if you were actually even getting that, 12 seconds would be a bit long for a 9meg file. Of course, downloading a file you're often not going to get that full 1 mb/sec, so yeah, that's about right for cable.
(Also, if your service is in fact Comcast, I don't think they do T1 service, but I could be wrong)
