Motherboards that have sound cards built in, come with software to adjust, modify, etc. settings for audio playback, recording and other devices. There is a tap on the control panel for this. I'm sure you haven't messed with anything recently, so all should be set correctly, so lets skip to the other icon we should look at..
Go to the control panel, click on sound and audio devices, by the way, I'm on XP Professional, so if your system isn't exactly like mine, you'll find it, Then, top tab, go to VOICE, Top item should be Voice Playback and should show you default device. Below the device, click on Volume, a volume control panel should come up, to the right should be the setting for your microphone, there should be a check in the box below that says MUTE. Close that box, and down towards the bottom of the VOICE Tab screen, you'll see a TEST button. Go through the test procedures. When you get to the speaker test, you voice should come through the speakers a few mili-seconds after you speak. Also, if you wear a headset, as I do, do not have the mic to close to your mouth. If I place the mic on my lips, NO LAUGHING guys, then I immediately hear what I say in the speakers. Move the mic away from your mouth until you don't hear yourself in the speakers.
