Hi Greg!
On the First Officer's side of the panel, there are two small switches that control the hydraulic pumps. Both of these switches must be switched up to either "HI" or "LOW" (it really doesn't matter witch one, but I like to use the "HI" setting). I used to have the same problem, and I can't tell you how long it took for me to figure it out, but once I got everything working I came to really enjoy flying the DC-9.
Just in case my explaination on how to fix this problem wasn't thorough enough, I e-mailed you a picture with the hydraulic pump switches circled in red.
