If you use a scenery program, and it has the option to let you place navigational aids, you can sync that to you FS scenery. Once you do that, you can run the DBC updater in FS NAV, that will add it to that file set...and should be selectable through FS Nav then. I'm not sure if it will recognize it in FS9 default planning feature though. I have set many VORs/tactical NDBs in FS Nav using the FS Scenery program. Not sure if that answered your question, but that's how I do it.
