When in full screen the second monitor blacks out. This allows you to drag items over to that screen in order view while flying. For example, I tend to have my GPS in the second, blacked out, monitor. Sometimes I even put the kneeboard or I have a second view showing either tower or chase view just for fun. It is annoying if you want to have an external application, such as a web page or document, to reference while flying, but is neat if you don't.
I hope this helps.
