I get consistent 35-45fps for 80% of the time, woth the frame rate locked a 45 as you saw. Initially I had it set at unlimited, but over 45-50fps I got a lot of blank screens. It maxed out at around 68-72fps on my machine, but had the blank screen inclusions. During T/O and APP the fall as far as about 25-30, but I rareley get anything below 24. FSX now, that one still has SEVERE fps issues.

Ok any suggestions?
Give me some airfields that are usually notorious for killing frame rates.

Do you have any payware scenery or do you only use default FS scenery?

Default. Every payware pack I have bought has turned out to be a rip in my opinion.

Untick the Anti-aliasing box in your FS Hardware tab.
Enable the Anti-aliasing from the NVIDIA control panel.
Disable as many background processes as you can.
You don't need more than 40 frames, so lock up at 35 or 40.

Try the PSS 757 with VC(if you have it) and fly over ATL with a ton of online traffic. Thats the toughest i can think of for a system.

32 frames = poopie??.....those my friend make for a very smooth ride, assuming it is a consistent 32. If your frames are jumping around a bit then that may make it appear jumpy.

They jump between 28 and 45fps. Before on my 6600 KLAS was somewhere between none and 12fps!

If you're using all default, this isn't impressive at all. Most of us use payware scenery, planes, utilities (ie ActiveSky), etc.
When you're pulling frame rates like that using the same sort of payware addons that a lot of the rest of us are using, perhaps you'll have something to brag about.

Load up a Sim-Flyers scenery at Manchester, UK, on-line, top it off with the DF727, and report back.
24fps is standard for motion pictures, 30 for videotape. Anything above that is a waste of resources.
