Terry, you are correct in that you can file Victor airways whenever you plan to be below FL180. All airways are planned (generally) to avoid Special Use Airspace (SUA). That's why we file airways in most cases. If you fly direct between navaids, you must ensure that you will not fly through Prohibited, active Restricted airspace, or active Military Operations Areas (MOAs). ATC will not clear you IFR through these when they are "hot." Victor airways are generally not nearly as direct since most SUA restrictions in the contiguous US are below FL180. It should be noted that Victor airways are never valid at FL180 or higher. You can still fly the "airway" but it would be filed as "direct" between Victor airway naviads.
