Christopher,
After my experience with my previous computer, which was similiar to yours, my personal opinion would be to hold off on a new video card and start researching and saving for a future powerhouse of a PC. When I was running the Athlon XP 2600 with 1 gig and a ATI 9700 Pro I also thought that upgrading the video card would help. Well it did, but it was minimal gains at best. I could play FSX on low settings before the video card upgrade and I could play it with low settings after I installed the X1950 PRO AGP card.
Next consideration is the power supply. At 250 watts I doubt it will handle the X1950 if you went that way. The card requires a 30 amp minimum on the 12v rail. That doesnt mean it uses every bit of that but it is a power hungry card.
From what I learned on the last upgrade I would not have spent the money on the upgraded AGP card but would have started looking for a new system.
