I have a dell 4700 and its 3yrs old. I am only getting about 12-15 fps. What should i upgrade to get better fps? I am thinking a better psu would be best.

I hear the frame rates double if you plug it into a 240V outlet. Just kidding.
The PSU won't do very much - you probably need a faster CPU.

Something you should try is buying/adding more MB of RAM to your computer. Most computers come with either 256MB, or 512MB of RAM.

3GB RAM is about all you can effectively use on a non 64 bit machine. 32 bit operating systems (even Vista) will not use anything over 3.5GB even if you install 4GB.
That system should not not have a difficult time with FS9 if it has a 2.8 ghz processor and the other resources you name. I run FS9 on a laptop with lesser resources than yours and it rocks even with the sometimes hoggy PMDG 737.
I would re-install FS9 if you have added a lot of scenery and other files and get a clean install to see if that helps.

i do have a lot of scenery files but i think my video card has a minimum of 350w psu and im short on that and then i have to run other stuff like the processor and the ram and hdds. Im not a computer expert in any way but wouldnt that help if i got a more powerful psu

Don't feel like reading the other responses - but in my experience, an upgraded or overclocked CPU will provide the greatest increase in frames.
