Don't use the compressed air on the motherboard , cos it will create a static energy which will damage the board.
If u want to remove the dust from the heatsink and the answer is yes u ahve to clean the heat sink atleast 1 a month ,
here is how to do it..
If u have Pentium 4 478 socket processor , http://images.fuzing.com/members/1/78/00029178/53840.300x300.jpg
Then to remove it just pull back the white lock to the opp direction which will loose the heatsink, after removing the heatsink, remove the fan which is easy and u will know how to do it just by looking at it .
