Isaac, if you took any chance to read the reason why your CH was failed then you would know it has nothing to do with fuel:
Chris Williams (who graded it) said the fuel planning was great, but your payload was way too high. You can lower this by pressing <ALT> to bring down the menu, then select AIRCRAFT, select FUEL AND PAYLOAD, select CHANGE PAYLOAD, and lower some of the payload amounts until your weight is good. Apparently you were over MTOW (max takeoff weight).
