I think your thinking of a video card. It depends what kind of computer you have.

Well using onboard sound does more of a performance hit on your CPU because your CPU has to do twice as much work when your gaming. That's where you'll see the most performance increase[With A Sound Card] or decrease[If Using Onboard Sound] you might not see much difference when not gaming, but it all depends on if you care more about sound quality or frame rate in game. Any way it's totally up to you to decide.

It'll be a little bit, depends on the CPU, I have a Sound Blaster X-FI, only because I have the Logitech Z5500 speakers for my computer, but my dual core doesn't take a hit when I tried the onboard. FS sound isn't demanding like EAX games.

I got a Sound Blaster Live 24bit a couple of years ago, and besides increasing my performance in FS, my music sounds A LOT better ever since. This card is not expensive, costed around $24 at Bestbuy.

A sound card wont cure that problem. Sounds to me there is a conflicting add on or software interfering. If it really is that bad I would first reinstall FS.

Try Ryan's suggestion first. Re-install FS, run a disk defrag, and get rid of all the addons you don't need. If the problem persists, then it's got to do with your hardware.
Then the soundcard should fix it. The reason I bought my card was that I started getting sudden drops of FPS (as bad as 7) when my sound was on (using onboard sound). Turning the sound off got me back to 20 FPS.
When I installed the card, I could turn my sound on in FS, and my FPS stayed the same, around 20.
Not sure if it was the sound card that helped, but what else could have? I didn't install or uninstalled anything.
