You have to put your settings higher in the display options.
Here, go here and click on Microsoft Flight Simulator X to see if your computer has the requirements and recommended for it to run good: www.srtest.com

Your video card is the biggest weak point, but your CPU and your RAM are both going to be issues as well. Celeron processors are just not up to snuff for high-end gaming, which is where FSX falls unfortunately. My minimum recommendation for RAM is 2GB, and more is better.
FSX is very taxing on both GPU (video card) and CPU cycles. Even the latest bleeding-edge processors and video cards have trouble running FSX at decent frame rates with all the eye candy turned on.

1. What MOBO, CPU, and RAM does your friend have ?
2. Even if all his components are top of the line and well matched, FSX won't run smooth if the system is not optimized OS-wise.

FSX is VERY processor dependent. I get 3-4FPS on my P4 3.2GHZ and 30-35FPS on my Quad core CPU. Your graphics card wont make much of a difference in FSX because of that.
