Hi i reformatted my computer because it was running really slow. Before i reformatted it i got frames 25-30 fps just fine and could fly in weather like this (http://www.deltava.org/thread.do?id=0xef04) Now after i reformatted it, it runs smooth except now it kills my FPS to fly in weather like that. Any reason why and any solutions?

What I'm trying to say is something is obviously different then what you had before. So I'm assuming that something you did while reformatting caused this issue. Did you change anything during the process that could possibly affect what is going on now?

Yes i did do something different altho i dont know how much it should affect it. Instead of haveing all my memory space on the C drive i split it up into 4 different drives (C: D: E: F:) But FS9 is only installed in one of those (E) and it has 97 GB of memory and only has 9 GB used.

Believe it or not, less memory means less virtual memory (for games) and will affect FPS a little. What is the purpose of having 4 drives? Unless there's a reason for this, makeing 1 large drive like I have makes a huge difference and would have been a better choice. Some people have multiple drives in case of virsues, but more and more these days are also infecting the other drives. As long as you have a good antivirus system this shuold not be a problem.
No one person can really tell you. It's a personal thing. All computers are different. Obviously, memory, better graphics, newest hardware and software etc. is the only real advice I can give you.
Make sure you have the latest graphics drivers installed and the newest version of Direct X-these can be deleted when reformatting. Ask me if you need help with this.

Do you run as the administrator? It's possible there could be a background process running that is taking CPU cycles away from FS.

Definitely be an administrator. If you want a huge tip, you can turn off all background programs before you fly, now it's JUST FS doing all the work. I'm positive this would help you. Here's how to do a "clean startup":

This works very well, I use it from time to time. Use the 1st method in Advanced troubleshooting.

I have absolutely no idea...You're better off using my idea of the clean boot if you're to do something like that...The clean boot automatically does this for you.

We need to be clear about what memory we are talking about. Splitting the hard drive into different partitions should not be affecting your performance. If your computer does not have enough RAM (primary memory) and is relying too much on the disk in the form of virtual memory, then this would probably have been a problem before the reinstall. I am betting that the reinstall wiped out the latest video or chipset driver and reinstalling one or both will fix your problem as Mark suggested. The video driver can be found most easily on your manufacturer's website. The chipset driver will be found on your motherboard manufacturer's website.
